Public Hearings to Weigh In on Mill Valley General Plan Are Now Underway

Public hearings are scheduled for Wednesday, Thursday and Monday, and the City Council is set to adopt the MV2040 at its August 26 meeting.






The Mill Valley General Plan update and 2009-2014 Housing Element is in the home stretch, with Planning Commission public hearings underway, and the City Council set to take it up in September.

The Planning Commission met Monday for an introduction of the draft environmental impact report and general plan, with a focus on the Community Vitality, Natural Environment, Climate Action and Noise elements. 

Today at 7 p.m. in City Hall the board will discuss Mobility, Hazards and Public Safety, followed by Land Use and the 2009-2014 Housing Element on Thursday and any remaining topics on Monday, July 29. 

On August 26, the Planning Commission is set to consider a resolution to adopt the MV2040, which includes the 2009-2014 Housing Element, and the City Council will start holding public hearings in September.

Once adopted by the City Council, it will mark the end of more than a year of work by city staff, and a process that Mayor Andy Berman has often referred to as one of the most important issues facing the City Council.

Since the General Plan process began around May, the 11-member working groups on Land Use and Mobility, Natural Environment and Community Vitality - which also includes a nine-member Arts and Culture Subcommittee - met about a dozen times before presenting their recommendations to the General Plan Advisory Committee in November.

GPAC then packaged it all together to create a draft plan, which is available on the city website, with tangible documents at City Hall and the Mill Valley Public Library.

Last updated in 1989, the General Plan updateis a required undertaking that establishes a road map for development in Mill Valley through 2040. It also includes the required and hotly debated Housing Element, which deals with planning and zoning as it relates to residential growth and affordable housing, and is subject to strict state regulations. It identifies sites that could accommodate enough new housing for the 2014-2022 period. Mill Valley has not updated its Housing Element since 2003. This Housing Element update addresses the RHNA for the current cycle (2007-2014), and the city must do another update next year for the 2014-2022 cycle.

Monday, August 26, 7 p.m.:

Consider a resolution to recommend that City Council certify the MV2040 General Plan Final EIR and adopt the MV2040 General Plan, including the 2009-2014 Housing Element.
