City Taps Committee to Re-Evaluate Parking Enforcement

An ad-hoc committee will evaluate the city's parking enforcement program, specifically whether or not meters should be enforced on Sundays. City Hall is looking for volunteers.

Two years after a , including the addition of , higher meter rates, higher parking fines and a , the city of Mill Valley is looking to make more downtown parking changes and is turning to an ad-hoc committee to lead the charge.

is at the heart of the city's re-evaluation of its overall parking enforcement strategy, city officials said.

The 9-member committee will look at the nuts and bolts of the parking enforcement program, which largely centers on the 400 parking meters scattered throughout the downtown area, City Manager Jim McCann said. Issues like meter changes, such as the desire for more two hour spaces versus four-hour or 20-minute spots, will be discussed, according to McCann.

The move comes on the heels of , the most controversial of the changes the council made in July 2010.

Mayor Garry Lion authorized the creation of a committee and the City Council appointed Lion and Councilwoman Shawn Marshall to the committee. They'll be joined by Mill Valley Police Lt. Ken Dunkel, Finance Director Eric Erickson and three members of the . The city is looking for a pair local residents to fill out the final two spots.

City Manager Jim McCann said that after the recent adoption of the city's new two-year budget, councilmembers committed to establishing a committee to examine downtown parking enforcement within the first quarter of the new fiscal year.

"This committee is not intended to replace the work on the list of projects for the Planning Commission, which pertain more to parking standards like how many spaces per square foot," he said. "This group would not interfere with that nor would this group usurp the discussions and policy direction that are coming through the working groups of the ."

McCann said he expects the committee to have recommendations back to the City Council before the end of the year.

Lion said he supported the creation of the committee but was unsure of the optimal number of non-council members on it. 

"We may want to expand the number of people represented in the non-chamber group," he said. "People who live near downtown, people who shop downtown - we should have different combinations to broaden it out and make sure we have all the voices at the table when the discussion happens."

McCann agreed but noted that a smaller group is also key in getting things done, as scheduling with a larger group has proven to be tricky in the past.

The 411: Mill Valley residents interested in serving on the committee should submit an application form and a letter describing their interest in parking issues. Applicants can apply online or download the application form. Applicants should submit their application on or before August 21.
