City Rolls Out Parking Sticker Program

Campaign hopes to stimulate downtown businesses by letting 94941 residents but a sticker to park at metered spaces for free.

City Hall is wasting no time in rolling out its new Resident Shopper Vehicle Program (RSVP), a campaign to stimulate downtown business by allowing 94941 residents to pay $30 annually for free access to a metered parking spot for two hours. The stickers would allow residents to park at any of the city's 400 parking meters seven days a week for free.

Hoping to get the program off to a strong start, the city said today that residents can pre-register for a permit starting now at the Mill Valley Police Department at 1 Hamilton Drive or by downloading an application here and mailing it in.

Residents can begin buying the permits online July 12 on the city's Web site. Once registered, residents will receive their parking passes in the mail the week of July 21.

Capt. James Wickham, who has overseen the development of the program, the city's optimistic target is to sell between 2,300 and 2,800 stickers during its one-year pilot phase.

Each permit will be assigned to a specific vehicle, and should be affixed on the lower left bumper or lower left rear window. The permits are not transferable.

In addition to its goal of inciting downtown shopping, the program also serves as a counterweight to the city's proposed overhaul of its parking enforcement efforts. The changes include an increase of hourly meter rates from 50 cents to 75 cents per hour, a hike in parking violation fines by up to $15, and expanded meter enforcement to include Saturday and Sunday.
