It is suppose to be according to the City of Mill Valley website: Q: Will the City still have free holiday parking for those without RSVP stickers? A: Yes. All meters will be free to all residents and visitors for up to two hours between Thanksgiving and New Year’s Eve, as has been the tradition during the holiday shopping season. http://www.cityofmillvalley.org/index.aspx?page=1372

Thank you. It's free for a limited amount of time. Wish someone had told me, $66. dollars later.

If you are a Mill Valley resident you can purchase an RSVP sticker for $40 which will give you free parking at any meter for the posted hours - beats any amount of tickets any time!! Go to MV City hall online and get yourself one.
