Abandoned dog poop bags

What is with the epidemic of abandoned dog poop bags all over my neighborhood (HV) and the trails around Mill Valley? If you have a problem w/ dog poop don't have a dog! And can you please put the poop bag inside the car and not dangle it from your side mirror?
